Job Description: The Office of the Comptroller General, Ontario Internal Audit Division (OIAD), provides independent services designed to add value, improve operations and assist the OPS in achieving its objectives through evaluating and improving the effectiveness of risk management, internal controls and governance processes. OIAD is made up of Audit Branches, a Forensic Investigation Team and a new Data Analytics Centre of Excellence supporting the division and services to its clients. Job Responsibilities: Build capacity and rigours in the division's analytical programs and operations. Provide expertise and strategic leadership and advice across the division on analytical services and statistical/machine learning methods. Participate on cross-jurisdictional committees and peers-groups to identify contentious issues, exchange information, and collaboratively resolve problems. Review and assess divisional programs, operations, service delivery, outcomes and decision-making. Lead and direct the planning, development, implementation and evaluation of analytics strategies and frameworks for the division. Plan and coordinate various projects related to analytics in compliance with project management policies and programs to meet client requirements. Job Requirements: You have the ability to determine human resources and organizational needs for optimal performance and delivery of results and alignment with ministry objectives. You have the ability to exercise managerial and strategic leadership accountability and authority in the areas of organizational design, recruitment and retention, talent management, labour relations and compensation-related matters. You have past experience managing the planning, design and implementation of an integrated and comprehensive operational analytics framework (or similar digital transformation or organizational change initiative). You have the ability to develop, build and lead organizational capacity through positive and values-based leadership, inclusive and engaged teams and partnerships. You excel in proactive client engagement, with the ability to provide strategic advice and foresight to client management and staff on program issues using consultative skills, analytical expertise, data storytelling and translation to support planning, and tool development. You have developed political acuity and extensive influencing and negotiating skills to diplomatically build consensus among stakeholders both within and external to the division. You have superior oral and written communication skills in developing and conveying strategies, plans, strategic business cases, feasibility assessments, briefing notes and responses to information requests. You have extensive knowledge of, and experience leading research design, problem definition, analytic planning and interpretation, trend analyses, and performance measurement and evaluation (PM&E). You have expert knowledge of the theories, principles and best practices in the field of analytics, including quantitative and qualitative data modeling and analysis. You have experience developing and delivering data analysis and advice, operational policies, and standards to deliver a consistent analytical framework across all programs. You have expertise in planning and managing analytic projects to optimally balance resources, timelines, data availability and methodological approaches, to produce the desired insight for supporting decision-making.
