Job Description: The incumbent is responsible in providing leadership and direction in interpreting, developing, reviewing and recommending regional policies, standards, and procedures for complex landownership adjustment, boundary management, right-of-way and title management programs. Job Responsibilities: Responsibilities noted are for the full performance grade level Provide guidance on policies, procedures, objectives, and activities, statutes, and regulations for complex landownership adjustment, boundary management, right-of-way, and title management programs. Perform review of major applications for rights-of-way and resulting grants issued under the delegation of authority. Provide technical expertise regarding landownership adjustment programs. Provide oversight on real property information management. Conduct real property program activity, monitoring and other reviews to determine compliance with policies/ objectives/standards, and to determine the effectiveness of current policies and procedures. Prepare reports of findings with an analysis of the effectiveness of real property program plans. Develop real property program standards and guides in compliance with policies and regulations. Provide training to partners and other personnel regarding landownership adjustment programs. Serve as an organization representative with other federal/state/local governments, private organizations, and other entities to improve cooperative development and implementation of real property plans. Provide assistance in real estate management and landownership adjustment case work which includes outstanding liens, rights, or encumbrances that could affect value or quality of title in land adjustment cases. Keep abreast of real estate laws, terminology, and practices such as real estate negotiation techniques, real estate appraisal fundamentals, and surveying processes.
