Job Description: The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission. Job Responsibilities: Provide expert advice and authoritative position management and classification information to top management and program directors throughout the Service on a variety of highly complex, controversial and sensitive PM/C problems and issues. Analyze/recommend improvements for organizational design, workflow, span of control, position structures, grade alignments, excessive layering, etc., in full consideration of sound position management and position classification principles. Plan and carry out the position classification and position management program for the assigned areas often involving Servicewide issues and practices. Plans and develops action plans, gathers data and prepares position papers tailored to the organizations serviced. Provides position classification and position management advice and assistance to management in assigned areas. Serve as a lead or principle team member in planning, organizing, and directing team efforts in conducting major evaluations of IRS PM/C programs, and studies, and policies. Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishments. May provide technical oversight, direction, and guidance to lower graded team members. Also provides technical training to lower graded specialists and managers in serviced organizations. Job Requirements: You must have one (1) year of specialized experience equivalent to the GS -12 level in the Federal government. Specialized experience is experience demonstrating: Expert knowledge of position classification law, theories, principles, and practices with an understanding of the full range of interrelationships of human resources management programs sufficient to provide integrated solutions to position classification problems/issues; Knowledge of communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties.
