Job Description: The United States Capitol Police (USCP) is a CALEA nationally-accredited, federal law enforcement agency. The USCP safeguards the U.S. Congress, the legislative process, Members of Congress, employees, visitors, and facilities from crime, disruption, or terrorism. The USCP protects and secures Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure, and open environment. Job Responsibilities: This position is located in the Office of the Chief Administrative Officer (OCAO), United States Capitol Police. The Chief Administrative Officer (CAO) is responsible for the development, delivery and oversight of administrative services in support of the Department's operational mission. Through a staff of direct reports, the CAO manages a wide range of Departmental administrative and operational matters, and major programs. Serves as a Management and Program Analyst as well as the Special Assistant to the CAO and Deputy Chief Administrative Officer (DCAO) with responsibility for undertaking highly complex, analytical assignments that result in the implementation of new programs, protocols or activities and/or the re-engineering of existing programs and business practices. Leads program initiatives for Department-wide organizational change, manages related internal communications, and deploys a variety of human capital program initiatives. Serves as the OCAO principal advisor for change management activities with responsibility for planning and leading efforts to develop innovative solutions to address critical issues impacting the operational effectiveness of programs, workforce processes and systems. Job Requirements: To qualify, you must meet the education and/or experience requirements described below. For the CP-13 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-12/GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes 1) defining, developing and leading change management activities; 2) working with management staff to formulate plans and associated activities to support initiatives; 3) articulating the Department's position on critical policies, procedures, and activities and frames issues and challenges faced that directly impact employees' quality of work life; and 4) developing policies and procedures that serve as USCP guidelines for a wide range of administrative and management functions.
