Job Description: We are seeking a Project Support Specialist IV (Software Quality Improvement Manager) to manage the JPL Software Quality Improvement (SQI) project, reporting to the Manager for the Engineering Development Office. The Engineering Development Office (EDO) provides programmatic and technical leadership for JPL-wide systems engineering and software engineering standard practices and modernization activities, and is the organizational home for JPL’s institutional systems engineering and software quality and integrity-oriented investments, such as the Software Quality Improvement (SQI) Project and the Integrated Model-Centric Engineering (IMCE) initiative. Job Responsibilities: In this role you will lead the effort to improve and maintain the institutional software engineering process and product improvement assets and services. You will direct the activities of the project involved in supporting software engineering efforts across ESD, including evaluating software engineering processes, maintaining and expanding the institutional software engineering asset base, and propagating best and innovative practices amongst software development tasks. In addition, you will be responsible for developing partnerships with industry, academia, and other NASA Centers, representing JPL and influencing Agency-wide software engineering requirements as a member of the NASA Software Working Group. You will also manage the day-to-day operations of the project including acquisition, budgeting, scheduling, and progress monitoring. Job Requirements: Developing and maintaining a software training program. Knowledge of common software development methodologies and life-cycles. Extensive experience in applying disciplined software engineering practices to the development of mission software systems. Ten years of progressively responsible experience in software development and software engineering leading both product and project design activities. Outstanding interpersonal and planning skills, excellent teaming skills and strong verbal and written communication skills. Co-leading the JPL Software Engineering Management Oversight Group (SEMOG) with the Software Process Owner Bachelor's degree in Software Engineering, Electrical Engineering, Aerospace Engineering, or related technical disciplines with a minimum of 9 years of related experience; Masters' degree in similar disciplines with a minimum of 7 years of related experience; or PhD in similar disciplines with a minimum of 5 years related experience. Extensive knowledge of policies, standards, and procedures for software specification, implementation, delivery, and operation. Collaborating with the JPL Software Process owner to establish strategic direction for software engineering at JPL. Ability to interface effectively with project and line management. Leading the effort to maintain JPL’s CMMI Maturity Level 3 rating.
