Job Description:

The custodians of the network undertake Repayments Projects in line with one or a number of planning work-stream modules to provide commercially based, cost-effective diversionary solutions within the Access network.

Please note; this role is currently under review. Team members are welcome to apply and either move to career level E with up to a 10% increase in base salary plus 10% OTB, or retain their existing terms & conditions and pay.

Job Responsibilities:

  • Comply with working practices outlined in Repayments Briefing No.24.
  • Ensure that all work is carried out in compliance with BT and Open reach safety requirements
  • A good understanding of our legal basis upon which a third party proposes to carry out works that effect any BT apparatus.
  • Negotiate draft specification, including Budget Estimate of costs, with effective project control to completion.
  • Maintain high quality of workmanship standards whilst being as efficient and cost effective as possible.
  • Review the work content and costs of all completed projects, to ensure that BT recovers auditable costs from third parties.
  • Ensure all work is carried out to the satisfaction of Repayments Clients and customers.
  • Generate revenue via appropriate use of Repayment and HUSM / Consultancy processes when required.
  • Investigate Order Driven Network Rearrangement (ODNR) cases, specific to Repayments Network Alterations.
  • Establish, any other authority or utility or contractors working on their behalf, work that could affect open reach network
  • Ensure BT meets the Agreed Specification, time scales, costs and that CCF documentation is in place for any variations to these works.
  • Ensure that BT’s legal obligations to the placement of apparatus, on Public / Private land are met
  • Adhere to works instructions, in accordance with Local and National level instructions, in line with the Telecom Act
  • Carry out work in an efficient and courteous manner.
  • Project management to align resource profile with negotiation with Client and Open reach.
  • Negotiate and agree with clients a Detail Specification and Programme of the necessary “measures”, prior to work commencing
  • Ensure that BT apparatus has the correct legal protection for its location on completion of any third party “works”
  • A full understanding of Network legislation, NRSWA and Electronic Code to ensure the integrity of the Openreach network.
  • Inform line management of any reasons for lateness, failure to report, or withdrawal from duty.
  • Comply with the job standards and behaviours for your role in conjunction with the requirements detailed in this Job Description.
  • Liaise with Programme Office / Projects Control, to ensure that a forecast of future “works” is projected.
  • Use correct tools and equipment, plus working practices as detailed in training courses, processes and job instructions
  • Be required to perform other duties within their grade and competence base, as directed by the Repayments Project Manager.
  • Maximize performance and business delivery in line with team objectives and individual contribution.

Job Requirements:

  • Proficient in Project management skills including programming and scheduling charts
  • Fibre planning and survey, with an extensive knowledge of allocation and alignment.
  • Proficient in Repayments systems ACTS and Rebuild and skills and knowledge of general planning systems including Piper, INS, Geo hub, CSS and COSMOS.
  • Able to work with minimal supervision.
  • Excellent knowledge of financial accounting and an understanding of profit and loss to client and Openreach
  • A proficient knowledge of schematic drawings CAD and NODE understanding.
  • Responsibility for Financial control within authority level and debt recovery.
  • Able to work and liaise with all lines of business and all levels of complexity. (Highways Authority, Government, MOD, Airports, councils, local authority, Residential)
  • Ability to access and assess the Network, to complete detailed surveys, and undertake inspections, to allow planning and survey within the Access Network.
  • Excellent negotiation skills and able to work under pressure.
