Job Description: Positions are located within the USDA REE Mission Area, AFM Information Systems Technology Division (Office of the ARS Deputy ACIO, Office of NIFA Deputy ACIO, and the ARS - National Agricultural Library). The incumbent functions as an experienced project lead who manages multiple projects from applications system design, development, implementation, and maintenance; liaisons with customers, team members and contractors to provide IT customer support. Job Responsibilities: Manage multiple projects to design and develop or maintain data systems software applications or other IT projects and solutions that meet the data, process, workflow and reporting needs Lead efforts in the integration of software, data assets, and IT systems that meet the agency's defined needs in support of the agency's mission and strategic goals. Develop methods, procedures, and system tools to improve efficiency, data accuracy, and accessibility of information tools for users. Direct the efforts of project staff and contractors in implementation of negotiated approaches to systems development on major IT projects. Manage projects that require knowledge of software development programing languages such as Oracle PL/SQL, Java, JavaScript, Ruby On Rails, XML, Drupal, and other web and database system development technologies.
